CCTV News: According to the National Health Insurance Administration, in 2024, the national direct settlement of cross-provincial medical treatment in other places will be basically stable, benefiting 238 million insured people, and reducing the advance payment of funds by 194.725 billion yuan, an increase of 84.70% and 26.71% respectively compared with 2023.

First, the scope of direct settlement for cross-provincial and off-site medical treatment has been further expanded. Focusing on the cross-provincial medical needs of insured people, actively implement and improve medical settlement in other places, and on the basis of basically realizing the cross-provincial direct settlement of inpatient and general outpatient expenses in counties, at the end of August 2024, at least one designated medical institution in each county will provide cross-provincial direct settlement services for five outpatient chronic diseases, including hypertension, diabetes, malignant tumor outpatient chemotherapy, uremia dialysis, and anti-rejection treatment after organ transplantation. In December, all coordinated areas provided cross-provincial direct settlement services for five outpatient chronic diseases, including chronic obstructive pulmonary disease, rheumatoid arthritis, coronary heart disease, viral hepatitis, ankylosing spondylitis, etc., and added 20,300 new cross-provincial direct settlements for five outpatient chronic diseases in the same month, reducing the advance payment of insured people by 4.7936 million yuan, further facilitating the settlement of cross-provincial medical treatment among insured people.

Second, cross-provincial networked designated medical institutions basically meet the medical needs of insured people. As of the end of December 2024, there were 644,000 designated medical institutions across the country, an increase of 16.99% from the end of 2023. Among them, 80,400 designated medical institutions were hospitalized, basically the same as the same period last year; 227,600 designated medical institutions for general outpatient clinics, an increase of 17.34% from the end of 2023; 72,100 designated medical institutions for outpatient chronic diseases, an increase of 24.40% from the end of 2023; 413,700 designated retail pharmacies, an increase of 17.48% from the end of 2023.

The third is that cross-provincial and off-site medical filing services are continuously optimized. The registration services for medical treatment in other places are constantly standardized, the timeliness of filing and handling are constantly improving, and the functions of off-site registration and online inquiry of the National Medical Insurance Service Platform APP are constantly improving, and they support online inquiry of information such as online inquiry of medical institutions, medical insurance service hotlines, and individual reimbursement expenses in other places. In 2024, 11.7297 million people were successfully processed through the unified national online filing channel, an increase of 45.85% from 2023.

Fourth, the number of people who went to other provinces to directly settle medical treatment across provinces and places throughout the year exceeded 200 million. In 2024, 238 million people went directly to cross-provincial medical treatment in other places across the country, an increase of 84.70% over 2023. Among them, 14.3356 million people settled in hospitals, an increase of 27.37% over 2023; 156 million people settled in general outpatients, an increase of 80.95% over 2023; 9.0965 million people settled in outpatients, an increase of 174.81% over 2023; 59.4508 million people settled in designated retail pharmacies, an increase of 108.16% over 2023.

Fifth, the direct settlement of cross-provincial and off-site medical treatment throughout the year reduced the advance payment of insured people by nearly 200 billion yuan. In 2024, the national cross-provincial and off-site medical treatment direct settlement reduced the advance payment of 194.725 billion yuan for insured people, an increase of 26.71% over 2023. Among them, hospitalization settlement was 158.673 billion yuan, an increase of 17.43% over 2023; general outpatient settlement was 19.85 billion yuan, an increase of 69.49% over 2023; outpatient chronic special diseases settlement was 9.30 billion yuan, an increase of 177.49% over 2023; designated retail pharmacies settlement was 6.901 billion yuan, an increase of 98.02% over 2023.
