The "Opinions" adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, based on improving the quality of traditional Chinese medicine, supported by scientific and technological innovation, and guaranteed by institutional and mechanism reform, to form a high-quality development pattern of the traditional Chinese medicine industry with both inheritance and innovation, reasonable layout and structure, advanced equipment manufacturing, safe and reliable quality, and strong competitiveness, to better enhance people's health and well-being and serve Chinese-style modernization, and put forward 21 key contents from 8 aspects.
First, we must strengthen the protection and utilization of traditional Chinese medicine resources. Increase efforts to protect traditional Chinese medicine resources and study and revise the "Regulations on the Protection and Management of Wild Medicinal Materials Resources". Standardize the development and utilization of rare Chinese medicine resources, and break through the breeding, bionic and alternative technologies of a number of rare Chinese medicine resources. Promote statistical monitoring of traditional Chinese medicine resources.
Secondly, we must improve the development level of the traditional Chinese medicinal materials industry. Develop modern seed industry of traditional Chinese medicinal materials and strengthen the protection and utilization of traditional Chinese medicinal materials germplasm resources. Promote the ecological planting and breeding of Chinese medicinal materials and develop forestry and grass Chinese medicinal materials according to local conditions.
