Single material assistance can no longer meet the actual needs of diversified assistance targets. In this regard, the next step will be to explore the development of service-related social assistance on the basis of basic guarantees based on financial and material assistance, carry out mental health care services for children in need, and develop nursing care services for severely disabled people, community rehabilitation services for mental disorders, etc. to better meet the needs of people in need.

The third transformation is that factor guarantees have changed from relying mainly on the government to taking the government as the leader and actively playing the role of multiple forces such as the market and society.
