[Notes from Representatives and Delegates]

This year's government work report proposes to implement special actions to boost consumption. Consumption is an important driving force for economic development. In order to ensure the completion of the main expected development goals for this year proposed in the Government Work Report, it is necessary to enhance consumption capacity, boost consumption confidence, release consumption potential, expand consumption demand, establish and improve a long-term mechanism for expanding residents' consumption, so that residents can consume with stable income, dare to consume without worries, and have a good sense of gain and willing to consume.

First, continuously enhance consumption capacity. The importance of increasing residents' income levels in enhancing consumption is self-evident. Therefore, we must do everything possible to promote residents' income growth, promote the reasonable growth of wage income, broaden the channels of property income, optimize the income distribution structure, further improve the wage level of grassroots units, effectively increase the income of low-income groups, steadily expand the scale of middle-income groups, and lead and stimulate consumption vitality. Adhere to the implementation of the employment priority strategy, strengthen the employment priority policy, resolve structural employment contradictions, deepen the reform of the employment system and mechanism, and promote high-quality and full employment. In order to implement the special action to boost consumption, in addition to continuing to increase efforts to promote and implement the "two new" (large-scale equipment updates and consumer goods trade-in) policies, we must also take practical measures to deeply adjust the national income distribution pattern, promote income increase and burden reduction for middle- and low-income people, and improve consumption capacity and willingness to consume.

Secondly release consumption potential. Focusing on the people's growing needs for a better life, we will optimize the supply structure, better meet diversified and differentiated consumption needs, and at the same time accelerate the development of new quality productivity, actively develop service consumption, cultivate a green and low-carbon consumption market, continue to create new consumption scenarios, increase the supply of high-quality products and services in more subdivided fields, and continuously stimulate new consumption needs. Organically combine the promotion of new urbanization and the comprehensive revitalization of rural areas, improve the system and mechanism of urban-rural integrated development, promote the two-way flow of various factors between urban and rural areas, improve the rural market system, enrich the rural economic form, and further release the consumption potential of rural areas.

Finally, focus on eliminating consumer concerns. Deeply implement the three-year action plan to optimize the consumption environment, promote the further improvement of systems such as quality standards, credit constraints, comprehensive governance, and consumer rights protection, fully guarantee product quality and safety, reasonably regulate merchant business behavior, effectively safeguard consumers' legitimate rights and interests, and make consumers more at ease with their consumption behavior. Continuously improve the social security system covering the whole people, improve the level of medical security, appropriately increase the basic pension for retirees, improve the basic pension for urban and rural residents, improve the financial subsidy standards for urban and rural residents, improve the accessibility of high-quality educational resources, improve the social help system, and strive to eliminate the worries of the people's consumption.

Of course, expanding consumption is not just a matter for consumers, but corporate responsibilities as the supply side are also very high. Therefore, in addition to supply creating demand, enterprises must also continue to commit to innovation in technology, products and services, so as to continuously improve their ability to create new consumer content and new consumer scenarios.
