This kindergarten used to only recruit children aged 3-6. With the decrease in children of appropriate age in the kindergarten, idle classrooms and kindergarten teachers appeared in the park. In Rizhao City, there are more than 500 universal kindergartens like this, and many of them have idle resources. At the same time, parenting problems such as no one to take care of children from dual-working families and high childcare costs continue to plague young parents, and the demand for childcare is becoming increasingly strong.

The competent departments of kindergartens and childcare institutions are the education department and the health and health department respectively, and there is a problem of "multiple dragons in control of water". In this regard, Rizhao City has made it clear that kindergartens that open nursing classes are managed by the education department, and the health and health department will do a good job in health and childcare guidance, and jointly support the renovation and expansion of nursing classes with conditions.

In terms of financial support, for every 1 nursing class that meets the conditions, the municipal finance will provide a subsidy of 20,000 yuan for every child to open a 20,000 yuan for the childcare demonstration kindergarten; a subsidy for the nursing home is given to public kindergartens, with a subsidy of 710 yuan per year.

Although the children in the care class do not differ much in age from the children in kindergarten, there are great differences in their physical and mental development characteristics, parenting and educational methods. At present, Rizhao City has 307 kindergartens that offer classes, providing more than 9,600 nursing places, accounting for 55% of the total number of kindergartens, and has basically formed a childcare service system with kindergarten care classes as the main body and universal resources as the main body.
