On February 26, the All-China Federation of Trade Unions, the Ministry of Human Resources and Social Security, the China Enterprise Federation, and the All-China Federation of Industry and Commerce jointly launched the 2025 collective consultation "Concentrated Offer Action" to guide trade unions and enterprises to conduct collective consultation and sign collective contracts, build a communication and consultation platform between enterprises and employees, and promote the construction of harmonious labor relations.

In accordance with the action deployment, trade unions at all levels should take wage adjustment range, overtime wage base, labor quota standards, wage payment methods, etc. as the core issues of negotiation, focusing on promoting negotiations in industries with hard, dirty, dangerous and low wage levels to increase the wage level of low-wage workers.

Through collective consultation, we must reasonably formulate starting salary and skilled talents, promote enterprises to improve the salary incentive mechanism, and increase the salary and benefits of skilled workers.

We should promote platform enterprises to negotiate with new employment forms of workers on platform algorithms and labor rules, and promote algorithms to improve and improve.

Human and social security departments at all levels should strengthen work planning, focus on practical issues, strengthen classified guidance, promote the improvement of the effectiveness of consultation, and work together to create a new situation in collective consultation work.

The All-China Enterprise Federation should work together to promote the effectiveness of actions and contribute to the win-win development of enterprises and employees and the promotion of social harmony and stability.

The Federation of Industry and Commerce should promote the formation of standardized, orderly, fair and reasonable, mutually beneficial and win-win, harmonious and stable labor relations, and promote the high-quality development of the private economy.

It is reported that the All-China Federation of Trade Unions will uniformly deploy the "concentrated offer action" for collective consultation in 2024 to guide local trade unions to issue negotiation offers and conduct collective consultation. During the event, 183,200 new corporate collective contracts and 21,000 industry collective contracts were signed nationwide, covering 560,000 enterprises, ensuring that the signing rate of collective contracts for enterprises with more than 100 people who operate normally remained dynamically above 80%. In conjunction with the Ministry of Human Resources and Social Security, the China Enterprise Federation, and the All-China Federation of Industry and Commerce, the "Guidelines for Consultation on the Rights and Interests of Workers in New Employment Forms", we promoted 12 leading platform enterprises to standardize the establishment of a consultation mechanism with representatives of workers in new employment forms, covering 17.8 million workers, and effectively protecting workers' right to know and participation.
