A reporter asked: What specific work has been done in promoting the construction of the Twin Cities Economic Circle over the past five years? All sectors of society are also full of expectations for the future development of the Twin Cities Economic Circle. What other considerations will be taken next?

Chen Yajun, deputy secretary-general of the National Development and Reform Commission, introduced that over the past five years, the National Development and Reform Commission and relevant departments have solidly promoted the construction of the Twin Cities Economic Circle with a high sense of mission and responsibility, and the relevant work can be summarized as "five ones".

First, a number of major plans have been prepared and issued. Since the CPC Central Committee and the State Council issued the "Outline of the Construction of the Chengdu-Chongqing Twin Cities Economic Circle", planning plans for key areas and key areas have been issued one after another, and a "1+N" planning system has been fully formed. From the perspective of key areas, special plans such as comprehensive transportation, multi-level rail transit, science and technology innovation center, western financial center, ecological environment protection, and Bashu Cultural Tourism Corridor have been successively issued. From the perspective of key areas, the local governments have guided the preparation and issuance of two development plans for Chongqing Metropolitan Area and Chengdu Metropolitan Area, and issued and implemented two overall plans for "Coordinated Development of Sichuan, Chongqing, Wandakai Region" and "Integrated Development of Southern and Western Sichuan and Chongqing".

Second, a number of major projects have been planned and implemented. In the field of comprehensive transportation, the Chengdu-Chongqing Middle Line High-speed Railway and the Sichuan-Tibet Railway were started, and the Chongqing-Kunming High-speed Railway was completed and opened, and the Chongqing-Kunming High-speed Railway was completed and the Chengdu-Zigong-Yibin High-speed Railway was completed and put into operation. The renovation and expansion of Chongqing Jiangbei Airport was accelerated. The passenger throughput of the airports in the two places exceeded 130 million; the first 10,000-ton port in the upper reaches of the Yangtze River, Chongqing Xinsheng Port opened as scheduled, the Jialing River Lize shipping hub was successfully opened, and the internal and external delivery capabilities of the Twin Cities Economic Circle were greatly improved. In the field of energy and water conservancy, we will accelerate the construction of a landmark project such as the Sichuan-Chongqing natural gas production base of 100 billion cubic meters, the Sichuan-Chongqing East Transport Second Line Natural Gas Pipeline, and the Xiangjiaba Irrigation Zone Phase I, and complete the construction of the Sichuan-Chongqing 1,000-kilowatt high-pressure exchange project, so that the energy and water use safety in the Twin Cities Economic Circle is more guaranteed. In the past five years, central budget investment, ultra-long-term special treasury bonds and other funds have supported the construction of projects in Sichuan and Chongqing by nearly 400 billion yuan.

Third, lay out and create a number of important platforms. Promote the layout of a number of major scientific and technological infrastructure in the Twin Cities Economic Circle, include electronic information and biomedical clusters in the two places in the list of national advanced manufacturing clusters; support Chengdu to build a park city demonstration zone that practices the new development concept, and Chongqing cultivates international consumption center cities, and support the construction of modern circulation strategic fulcrum cities; promote the two places to work together to build the China-Europe Express (Chengdu and Chongqing) brand, and open the new western land-sea channel of China-Thailand, China-Vietnam, and China-Myanmar Express.

Fourth, a number of major reforms have been coordinated and promoted. Promote the comprehensive reform of market-oriented allocation of factors in the Twin Cities Economic Circle, promote the construction of the National Urban-Rural Integration Development Pilot Zone, support the moderate separation of economic zones and administrative zones in inter-provincial adjacent areas such as Sichuan-Chongqing Gaozhu New Area, build the first cross-provincial tax collection and management service center in the country, and include the two places in the scope of the coordinated implementation of the 240-hour transit visa-free policy for foreigners.

Fifth, establish and improve a set of working mechanisms. The promotion of the construction of the twin-city economic circle is included in the inter-ministerial joint meeting system for urbanization and urban-rural integrated development, and the key points of annual work are studied year by year, and special meetings have been held many special meetings to coordinate and promote relevant matters in the two places. At the same time, the two places have established and improved mechanisms such as the joint meetings of the Party and government, joint offices, and mutual dispatch of cadres. At present, 10 joint meetings of the Party and government have been held, 22 joint special working groups have been set up, and 501 cadres have been selected to exchange and serve, which has played an important role in promoting the construction of the Twin Cities Economic Circle.

2025 is the final year of the "Outline of the Construction of the Chengdu-Chongqing Twin Cities Economic Circle". The National Development and Reform Commission will organize a summary and evaluation of the progress of the implementation of the plan to promote the smooth completion of the main goals and tasks; at the same time, in conjunction with the formulation of the national "15th Five-Year Plan", the drafting of the "15th Five-Year Plan" implementation plan for the construction of the "15th Five-Year Plan" will be launched in a timely manner, and a number of strategic tasks will be planned and a number of major projects will be reserved, and the construction of the "15th Five-Year Plan" will be fully promoted to a new level.
