Xinhua News Agency, Beijing, February 24th. The 14th meeting of the Standing Committee of the 14th National People's Congress held its first plenary meeting in the Great Hall of the People in Beijing on the morning of the 24th. Chairman Zhao Leji presided over.

162 members of the Standing Committee attended the meeting, and the number of attendees met the quorum.

The meeting heard a report on the amendment of the draft Law on the Promotion of the Private Economy by Xin Chunying, Chairman of the Constitution and Law Committee of the National People's Congress. The second draft of the draft further reflects the requirements of the Party Central Committee on building a high-level socialist market economic system and optimizing the development environment of the private economy; adds regulations to the State Council and local people's governments at or above the county level to report to the Standing Committee of the People's Congress at the same level on a regular basis to promote the development of the private economy; further enriches and improves relevant contents for the rule of law guarantee; adds relevant regulations to give full play to the role of industry associations and chambers of commerce in promoting the development of the private economy, etc.

In order to safeguard the country's airspace sovereignty and civil aviation rights, ensure the safe and orderly progress of civil aviation activities, protect the legitimate rights and interests of all parties to civil aviation activities, and promote the high-quality development of the civil aviation industry, the State Council has proposed a proposal to submit a draft amendment to the Civil Aviation Law for deliberation. On behalf of the State Council, Minister of Transport Liu Wei made an explanation.

An important task of this Standing Committee meeting is to prepare for the convening of the third session of the 14th National People's Congress. The meeting reviewed the draft work report of the Standing Committee of the National People's Congress, and reviewed the proposals of the Chairman's Meeting to submit the review of the draft agenda of the Third Session of the 14th National People's Congress, the draft list of presidium and secretary-generals, and the draft list of attendees.

The meeting heard a report on the qualifications of individual representatives made by Yang Xiaochao, Chairman of the National People's Congress Standing Committee’s Representative Qualification Review Committee.

The meeting also reviewed the relevant appointment and removal proposals.

Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Luosang Jiangcun, Xueklai Zaker, and Secretary-General Liu Qi attended the meeting.

State Councilor Chen Yiqin, President of the Supreme People's Court Zhang Jun, Procurator General Ying Yong, responsible persons of the National Supervisory Commission, members of various special committees of the National People's Congress, responsible persons of the Standing Committees of the People's Congresses of various provinces, autonomous regions and municipalities, main responsible persons of the Standing Committees of the People's Congresses of some vice-provincial cities, and responsible persons of relevant departments attended the meeting.
