CCTV News: According to the official account of "Industry and Information Technology WeChat News", the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance and other 17 departments recently jointly issued a notice to deploy the "Yiyi Enterprise" small and medium-sized enterprise service action in 2025.
The notice requires that we should adhere to the principle of giving equal importance to service and management, and development and assistance at the same time, focus on the production and operation development needs of enterprises, strengthen departmental coordination and upper and lower linkage, give full play to the offline "one network" of the public service system of small and medium-sized enterprises at all levels and the online "one network" of China's small and medium-sized enterprise service network, promote the integration of the two networks, organize various service resources and service forces to go deep into enterprises, parks, and clusters, launch rich content and diverse forms of service activities and service measures with strong targeted and effective effectiveness, and take services to assist enterprises as the starting point, coordinate the promotion of policies to benefit enterprises, environmental activation, innovation to strengthen enterprises, talents to develop enterprises, and laws to protect enterprises, help small and medium-sized enterprises to stabilize expectations, stimulate vitality, and promote high-quality development.
The "Yiyiqi" small and medium-sized enterprise service action runs throughout 2025, and the "Small and Medium-sized Enterprise Service Month" activity was organized in June. According to the "Service Action List", the content of the action is carried out in five aspects.
(I) Policies benefit enterprises. Widely publicize policies to benefit enterprises in various regions and departments, strengthen in-depth policy interpretation, intelligent push and precise guidance, ensure that all kinds of policies are implemented and effective, and enhance the sense of gain of small and medium-sized enterprises. Strengthen publicity and reporting on the development achievements of small and medium-sized enterprises and tell the stories of small and medium-sized enterprises well. Give full play to the role of environmental assessment and comprehensive supervision of the development of small and medium-sized enterprises, and promote excellence through evaluation and supervision through supervision. Actively create consumption scenarios, strengthen exchanges and cooperation, and promote small and medium-sized enterprises to expand their markets and integrate into the industrial chain and supply chain innovation chain of large enterprises. Strengthen cross-departmental and cross-field data information sharing, optimize financing promotion services, and improve the financing convenience level of small and medium-sized enterprises.
(III) Innovate and strengthen the enterprise. Promote collaborative innovation of "government, industry, academia, research and application" and the integration and innovation of large, medium and small enterprises, and enhance the core competitiveness of small and medium-sized enterprises. Adhere to the principle of taking talents as the first resource, improve the "induction, education and retention" mechanism for talents, and strengthen the construction of the talent team of small and medium-sized enterprises. Build a multi-channel talent-production and school-enterprise docking platform, widely carry out online and offline supply and demand docking activities, and help small and medium-sized enterprises to introduce talents and ensure employment. Strengthen the training of small and medium-sized enterprises in business management, technical and skilled talents, optimize the supply of training resources, and continuously improve the professional skills and comprehensive quality of small and medium-sized enterprises.
(V) Legal protection for enterprises. Implement the "Law on the Promotion of Small and Medium Enterprises" and "Regulations on the Protection of Payment of Funds for Small and Medium Enterprises" and other laws and regulations, promote the formulation and revision of and improvement of the legal and regulatory system, establish a long-term mechanism, and protect the legitimate rights and interests of small and medium-sized enterprises. Improve the request response and feedback mechanism of small and medium-sized enterprises to form a closed loop of "problem acceptance - handling - feedback - tracking and follow-up visits".
